Tourism Saskatchewan and Parks, Culture and Sport Research Agency of Record Competition

The Government of Saskatchewan is seeking the services of an experienced market research firm to provide full-service research support to Tourism Saskatchewan and Parks, Culture and Sport for ad hoc, on-demand primary research projects.
The scope of this proposal includes, but is not limited to ad hoc research pertaining to the marketing of Saskatchewan tourism products and experiences. The research also relates to Tourism Saskatchewan and Saskatchewan Provincial Park products and services, including marketing communications.
Interested suppliers must demonstrate professional experience in:
- qualitative research services including focus groups, in-depth interviewing, creative testing and customer advisory panels;
- quantitative research services including multi-mode surveys via telephone, online and text messaging; questionnaire development, data coding and cleaning, and statistical analysis; and,
- strategic consulting on research projects including project management, account management, interpretation of research results, and report preparation and delivery.
Suppliers must also demonstrate extensive knowledge of tourism markets in Canada and United States, as well as extensive knowledge of approaches to understanding visitor expectations and experiences to inform the development of product and service offerings. Knowledge of Saskatchewan tourism products and experiences and the tourism industry is an asset.
The account is for one year with the opportunity to renew for five additional one-year terms. Any renewal will be subject to yearly client/agency evaluations and mutual agreement. Renewals are authorized by Communications Services, Executive Council.

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.
Bidding suppliers must immediately disclose to Communications Services, Executive Council any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent.
